Born on May 17, 1956, in Velikiye Budishcha Village, the Dikanka District, the Poltava Region.

1983: graduated from the Energy Faculty of the All-Union Correspondence Polytechnical Institute (major: Electricity Supply for Urban Industrial Entities and Agriculture) with a degree in Electrical Engineering.

1991: graduated from the Military Command Academy of the Air Defense Forces.

1997: graduated from the Military Academy General of the Staff of Armed Forces of the Russian Federation.

1974–1986: military service for the Air Defence Forces of the Russian Federation as a technician, engineer, and Branch Director of the Department of the Chief Power Engineer of the Central Command Station of the Air Defence Forces of the Russian Federation.

1986–1998: served in different capacities for the Armed Service Staff of the Air Defence Forces, Deputy Head of the Control Department for the CIS United Air Defence System. 1998: was released from active duty for the Armed Forces of the Russian Federation (military rank: Colonel).

1998–2007: worked for the Russian Federation system for military and technical cooperation with foreign countries. Head of the Office of the Promexport Director General, Assistant Director General of Rosoboronexport.

From 2003: a member of the Central Council bureau of the Central Council, Vice President of the All-Russian Sectorial Association of Employers of the All-Russian Public Organization “Russian Engineering Union. Served as a board of directors member for Sarapul Electric Generators and START Research and Development Company.

From August 2007: First Deputy Chairman of the Government of the Amur Region.

From March 2008: Chairman of the Legislative Assembly of the Amur Region.

From March 17, 2009: Director General of IDGC Holding.

Doctor of Sciences (Economy), Assistant Professor, a member of the Supervisory Board of the Russian Regional Development Bank, a corresponding member and the head of the Research Department “Security Issues of the Fuel and Energy Sector” of the Academy of Military Sciences, a member of the editorial board of the magazines Regiony Rossii: Natsionalniye Prioritety and Veyennaya Nauka i Oboronnaya Politika. Author of 50 research papers, including 3 monographs. In the expert community, Mr. Shvets is the leading expert in military, strategic, and economic analysis, system research and organizational and economic mechanisms for military and technical cooperation between Russia and the CIS countries.

Awards: Order of Honor, For Labor Excellence medal (1973), For Military Merits medal (1989), and other government award and orders of the Russian Orthodox Church: Order of Saint Blessed Prince Daniil of Moscow of Category 3 and the Order of Blessed Sergi of Radonezh of Category 3.

In 2010, was awarded the highest sectorial labor decoration of the Ministry of Energy of the Russian Federation—Honorary Worker of the Fuel and Energy Sector. Merited Power Engineer of the CIS countries. Winner of the Award of the Suvorov Academy of Military Sciences.

Married, has a daughter.
