Technical policy
The principal areas of technical and technological development of IDGC Holding’s operating companies are defined by the Regulations for the Uniform Technical Policy of JSC IDGC Holding in the Distribution Grid Sector. Supported by the Management Board of JSC IDGC Holding and approved by the Board of Directors of JSC IDGC Holding, this document is aimed at enhancing the reliability of the distribution grid sector and improving its operating efficiency. Additionally, the Regulations set forth standard requirements applicable to technical and technological solutions for the construction and modernization of electric grid facilities and to the basic characteristics of equipment and materials.
The Regulations specify the principal development areas for the distribution grid sector to achieve the following goals:
- creating a control system for the technical condition of grid assets to be based on instrumental monitoring and diagnostic methods;
- creating a risk management system and reliability models;
- introducing geoinformational systems into the distribution grid sector;
- implementing a temperature monitoring system for transmission lines;
- increasing the transmission capacity of electricity networks;
- creating a management system for distributed resources and accident recovery work;
- creating a unified system of JSC IDGC Holding standards for the design of electricity distribution grid facilities;
- using a computer-aided design (CAD) system for the new construction, rehabilitation, and technical upgrading of distribution networks.
The document also formulates new approaches to the following key areas:
- changing the configuration of electricity distribution networks and switching to Smart Grid solutions;
- using electrical equipment, products, and technologies;
- devising the Long-Term Development Plans for voltages of 35–110 (220) kV and 6–20 kV with a view to preparing investment programs and determining the necessary scope of new construction, technical upgrading, and rehabilitation of electric grid facilities;
- building and automating overhead power lines rated 0.4‒20 kV;
- pursuing comprehensive network automation, including with respect to operational process control and technical production control of operation, maintenance, and repairs and with respect to financial and economic management and administrative management.
The Regulations for the Uniform Technical Policy of JSC IDGC Holding cover the period ending 2020 and may be periodically adjusted at least three times a year after their approval.
